EAST BRIDGEWATER — Acting Chief Michael Jenkins reports that the East Bridgewater Police Department arrested and charged a Rhode Island man with operating under the influence of liquor as a result of a motor vehicle stop conducted by an officer on a grant-funded traffic safety patrol.
DOMINGO SANTIAGO, AGE 60, OF PAWTUCKET, R.I., was arrested and charged with:
- Operating Under the Influence of Liquor
- Negligent Operation of a Motor Vehicle
- Possession of an Open Container of Alcohol in a Motor Vehicle
- Littering
On Tuesday, May 2, at approximately 2:30 p.m., Officer Matthew Monteiro was conducting a supplemental traffic safety patrol in the area of North Bedford Street as part of the East Bridgewater Police Department’s participation in the Municipal Road Safety Grant Program, which makes funds available to Massachusetts police departments to address traffic safety issues.
Officer Monteiro saw the driver of a box truck, later identified as SANTIAGO, allegedly throw what appeared to be a small liquor bottle out the window of the truck, and conducted a motor vehicle stop. Acting Chief Jenkins, who was in the area, provided backup to Officer Monteiro, located the item and confirmed it to be a liquor bottle.
As the result of an on-scene investigation conducted by Officer Monteiro, SANTIAGO was subsequently taken into custody.
SANTIAGO was arraigned Wednesday in Brockton District Court.
The Municipal Road Safety Grant Program, administered by the Massachusetts Office of Grants and Research, provides funds from the National Highway Traffic Safety Administration to local police departments to address traffic safety issues and to develop new strategies to reduce roadway crashes, injuries, fatalities, and associated economic losses in Massachusetts.
The East Bridgewater Police Department has received $29,504 via the grant program, which funded Officer Monteiro’s patrol and others.
“Regular traffic enforcement patrols are an important part of our officers’ duties, and receiving grant funding through initiatives like the Municipal Road Safety Grant Program allows us to dedicate extra patrols to keeping our roadways safe,” Acting Chief Jenkins said.
These are allegations. All suspects are presumed innocent until proven guilty in a court of law.
